Education and qualifications
Following secondary school studies, Xavier Bettel pursued higher education studies at the University of Nancy, where he was awarded a master’s degree in public and European law from the Faculty of Law.
Governmental posts
Following the legislative elections of 20 October 2013, Xavier Bettel was appointed Prime Minister, Minister of State, Minister for Communications and Media, Minister for Religious Affairs on 4 December 2013 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (‘déi gréng’). Following the resignation of Maggy Nagel from the government, Xavier Bettel was appointed Minister for Culture on 18 December 2015. Following the legislative elections of 14 October 2018, Xavier Bettel was appointed Prime Minister, Minister of State, Minister for Communications and Media, Minister for Religious Affairs on 5 December 2018 in the coalition government formed by the DP, the LSAP and ‘déi gréng’. Following the legislative elections of 8 October 2023, Xavier Bettel was appointed Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade and Minister for Development Cooperation and Humanitarian Affairs on 17 November 2023 in the coalition government formed by the Christian Social People’s Party (CSV) and the Democratic Party (DP).
Other political posts
A member of the DP since 1989, Xavier Bettel was elected to Parliament for the first time in 1999 at the age of 26 while standing for the DP for Centre district. He was reelected in 2004, 2009 and 2013. In Parliament, he assumed among others the roles of vice-chairman of the Legal Affairs Committee from 2004 to 2013 and vice-chairman of the Committee of Enquiry into the State Intelligence Service from 2012 to 2013. From 2009 to 2011, he assumed the role of chairman of the DP parliamentary group. At local level, Xavier Bettel initially served as a municipal councillor for the City of Luxembourg from 2000 to 2005, then as an alderman from 2005 to 2011. Following the municipal elections of 2011, he became mayor, a position he held until appointment as Prime Minister, Minister of State in December 2013. From January 2013 to November 2015, Xavier Bettel was chairman of the DP.

Anne Calteux - Head of the European Commission Representation in Luxembourg
Anne Calteux is Head of the European Commission Representation in Luxembourg. She strives to bring Europe closer to local stakeholders and citizens by communicating via different channels on EU priorities and new initiatives.
Previously, she was head of EU and international affairs in the Luxembourgish Ministry of Health and main advisor to several Health Ministers. During the COVID pandemic, she was in charge of the coordination of the COVID Crisis Cell. From 2004 until 2013, she has been affected to the Permanent Representation of Luxembourg to the EU with a focus on public health and social security. A lawyer by training, Anne Calteux was a member of the Luxembourg bar between 1999 and 2003 with a specialisation in litigation law. She holds a Master in European law from Université Robert Schuman Strasbourg and an LLM from King’s College London where she specialised in European Law.

Études et formations
Après son baccalauréat en 2003, Lex Delles entame des études en droit à l'Université du Luxembourg avant d'être diplômé en sciences pédagogiques à l'HERS (Haute École Robert Schuman) à Virton (Belgique).
Fonctions gouvernementales
À la suite des élections législatives du 14 octobre 2018, Lex Delles fait son entrée au gouvernement comme ministre des Classes moyennes et ministre du Tourisme en date du 5 décembre 2018 dans le gouvernement de coalition entre le Parti démocratique (DP), le Parti ouvrier socialiste luxembourgeois (LSAP) et Les Verts (déi gréng). À l’issue des élections législatives du 8 octobre 2023, Lex Delles est nommé ministre de l’Économie, des PME, de l’Énergie et du Tourisme en date du 17 novembre 2023 dans le gouvernement de coalition entre le Parti chrétien-social (CSV) et le Parti démocratique (DP).
Autres fonctions politiques
Fidèle à sa devise "Rien n'est plus facile que de critiquer, mieux vaut agir”, Lex Delles s'engage dès 2010 auprès de la Jeunesse démocrate et libérale du Luxembourg (Jonk Demokraten - JDL). Il relance la section de la JDL à Mondorf-les-Bains et les Jeunes démocrates de la Circonscription Ouest, qu’il préside jusqu'en 2013. Il est vice-président du DP de novembre 2015 à juin 2022. En juin 2022, à l'âge de 37 ans, il est élu président du Parti démocrate, un poste qu'il a occupé jusqu'en 2025. Lex Delles se présente pour la première fois aux élections communales en 2011 et est élu d'emblée premier échevin de Mondorf-les-Bains. En janvier 2014, il est assermenté bourgmestre de sa commune natale. Lex Delles est par ailleurs président du Syndicat intercommunal pour la création, l'aménagement, la promotion et l'exploitation d'une zone d'activités économiques à caractère régional dans le canton de Remich (SIAER - Triangle vert) de mars 2014 jusqu'à son entrée au gouvernement. Suite aux élections législatives de 2013, Lex Delles est élu à la Chambre des députés et devient en 2014, à l'âge de 29 ans, le plus jeune député-maire du pays. Lors des élections communales de 2017, il conserve son mandat de bourgmestre jusqu'à son entrée au gouvernement. À la Chambre des députés, Lex Delles préside de 2013 à 2018 la commission de l'Education nationale, de l'Enfance et de la Jeunesse. Il est alors également membre de la commission de la Fonction publique et de la Réforme administrative, de la commission de l'Agriculture, de la Viticulture, du Développement rural et de la Protection des consommateurs ainsi que de la commission de la Culture. Lex Delles est par ailleurs membre suppléant de la délégation luxembourgeoise auprès du Conseil interparlementaire consultatif de Benelux de 2015 à 2018.

Luc Frieden - Luxembourg Prime Minister
Luc Frieden was born on 16 September 1963 in Esch-sur-Alzette.
Education and qualifications
After his primary and secondary school studies in Luxembourg, Luc Frieden obtained a master's degree in business law from the University of Paris 1 Panthéon-Sorbonne in France in 1986. The following year he continued his postgraduate studies at the University of Cambridge (Queens' College) in the United Kingdom, where he obtained a Master of Comparative Law (LLM). In 1988, he completed a Master of Laws (LLM) degree at Harvard Law School in the United States.
Governmental post
Following the legislative elections of 8 October 2023, Luc Frieden was appointed Prime Minister by HRH the Grand Duke on 17 November 2023. He currently leads the coalition government between his party, the Christian Democrats (CSV/EPP), and the Liberals (DP/Renew Europe).
Other political posts
Luc Frieden was a member of the Luxembourg government from 1998 to 2013 in various governments under Prime Minister Jean-Claude Juncker. He served as Minister of Justice, Minister of Defence, Minister of the Treasury and Budget and Minister of Finance.
A member of the CSV party (EPP) since 1994, Luc Frieden was also a member of Parliament from 1994-1998 and head of the CSV list for the 2023 legislative elections.
Professional activities
From 1989 to 1998 and from 2016 to 2023, Luc Frieden was a member of the Luxembourg Bar.
In 2016, he was a visiting professor of business law at the University of St. Gallen in Switzerland.
From 2016 to 2023, Luc Frieden was Chairman of the Board of Directors of the Banque Internationale à Luxembourg (BIL) S.A. and a member of the Board of Directors of the Luxembourg Stock Exchange (Bourse de Luxembourg). In addition to his professional activities, Luc Frieden has also chaired the Luxembourg Chamber of Commerce and the European Federation of Chambers of Commerce and Industry, the Eurochambres.

François Mousel - Managing Partner, PwC Luxembourg
François Mousel, Managing Partner of PwC Luxembourg as of 1 July 2023, joined the firm in 2005, where he started his career in audit. In 2009, he switched to the Commission de Surveillance du Secteur Financier (CSSF) as a senior advisor.
After three years at the CSSF, François rejoined the PwC team in 2013. He became a partner in 2015, managing a diversified audit and advisory engagement portfolio, including high profile commercial companies, public institutions, social care institutions/foundations and private equity firms as well as family businesses. He was a member of the exam jury for "réviseur d'Entreprises" in Luxembourg for more than 10 years. Between 2019 and 2023, he held the role of Markets and Strategy - Clients and Markets Leader of PwC Luxembourg as part of the Country Leadership Team. In June 2023 he was elected to join the Board of Directors of the Institut Luxembourgeois des Administrateurs (ILA). In 2025, he became a member of the Board of Directors of the FEDIL.
François holds a Master's degree as “Ingénieur de gestion” from Solvay Business School in Brussels and is a qualified "Réviseur d'Entreprises agréé" as well as a Qualified Chartered Accountant ("Expert Comptable").

Rolf Strauch - Chief Economist and Management Board Member at the European Stability Mechanism (ESM) and the European Financial Stability Facility (EFSF)
Rolf Strauch is Chief Economist and Management Board Member at the European Stability Mechanism (ESM) and the European Financial Stability Facility (EFSF), which he joined in 2010. Mr Strauch is in charge of the divisions Economic and Market Analysis, Economic Risk Analysis, and Financial Sector and Market Analysis. Overall, he is responsible for economic and financial analysis and the country monitoring work. He represents the ESM in the international and European fora. Mr Strauch is also a member in advisory committees of several academic institutions.
Prior to this, Mr Strauch worked at the European Central Bank from 2000–2010 in the Directorate General Economics on fiscal, monetary, and structural policies. He also served previously as an economist at the Deutsche Bundesbank and as a researcher at both the University of Mannheim and the University of Bonn.
Mr Strauch holds a PhD in Economics from the University of Bonn. He is a fellow at the Center for European Integration Studies (ZEI) in Bonn. He is leading the CEPR research policy network on European Economic Policy (EEP) together with Giancarlo Corsetti since February 2025.
He is the author of numerous economic articles, opeds and academic publications.

Carlo Thelen - Director General, Chamber of Commerce luxembourg
Détenteur d’un master en sciences économiques de l’Université Catholique de Louvain, Carlo Thelen a rejoint la Chambre de Commerce en 1996 en tant que conseiller économique. Membre du Comité de Direction depuis août 2003, il a occupé, avant sa nomination au poste de Directeur Général (en janvier 2014), les fonctions de directeur des affaires économiques, de directeur des affaires internationales et de «Chief Economist». Dans cette capacité, il était en charge de l’avis de la Chambre de Commerce sur le budget de l’Etat. Carlo Thelen anime un blog d’expert remarqué dans lequel il porte un regard avisé sur les grandes thématiques socio-économiques du pays. Outre son expertise économique, le Directeur Général de la Chambre de Commerce dispose d’une grande expérience en matière de promotion économique puisqu’il participe aux visites et missions économiques à l’étranger où il présente régulièrement les atouts de l’économie et des entreprises luxembourgeoises.

Frank Thomé - Board Member, LuxDefence and Member of the Executive Board, Ceratizit Group
CERATIZIT is a €1.5 billion technology group with more than 7,000 employees and over 30 production sites worldwide. Headquartered in Luxembourg, the company develops tungsten, a critical raw material, into advanced hardmetal cutting tools, wear‑resistant components, and powders essential to multiple system‑relevant industries, including defence, aerospace, automotive, electronics, mining and construction.
Frank Thomé, in his role as a member of Executive Board, oversees Global Sales for selected product lines and raw materials, and leads the Regional Unit Asia, including CERATIZIT’s strategic joint venture in China. His remit further includes Business Development, M&A, and the Legal function, as well as corporate responsibility for Artificial Intelligence and IT.
He joined CERATIZIT in 2016, bringing international leadership experience from Asia and the Middle East. His career began in R&D at Akzo Nobel, followed by senior roles in production and general management in the industrial gases sector.
Frank holds degrees in engineering and political science from RWTH Aachen, and has studied management and Mandarin at Beijing Foreign Studies University.

Gaston Trauffler - Head of Industrial Policy, FEDIL
Gaston Trauffler is Head of Industrial Policy and a member of the Executive Committee at FEDIL, Luxembourg’s voice of industry. He leads the federation’s work on energy and environmental policy, with a focus on strengthening the competitiveness and long-term resilience of Luxembourg’s industrial base.
Previously, he served as Director of Communication, Marketing and Strategy at Luxinnovation, Luxembourg’s national innovation agency. He brings extensive experience in strategic consulting and innovation management, having worked with EY in Luxembourg and held international roles in Tokyo, Zurich and Munich.
An engineer by training, Gaston holds a PhD in Strategic Innovation Management from ETH Zurich and teaches in the MBA programme at HEC Liège–Luxembourg.

Guy Verhofstadt - President European Movement International, former Member of the European Parliament and Former Prime Minister of Belgium
Guy Verhofstadt is President of the European Movement International, former Member of the European Parliament and former Co-Chair of the Conference on the Future of Europe. Born in 1953, he quickly rose through the ranks of Belgian politics. He became liberal party president in 1982 at the age of just 29. By 1985 he was Deputy Prime Minister and he served as Prime Minister of Belgium from 1999 until 2008. After he left office, Guy Verhofstadt was elected to the European Parliament, where he was group leader of the Liberals and Democrats from 2009 until 2019. He also made a name for himself as Brexit coordinator and as a passionate champion of more European integration to tackle the multiple crises the EU faces at the moment. His latest book is titled "Europe's Last Chance” and he is currently writing a new book with the title "The Revolt of the Citizen”.

Jeromin Zettelmeyer - Director of Bruegel, former Deputy Director at the IMF and former head of economic policy at the German Federal Ministry for Economic Affairs and Energy
Jeromin Zettelmeyer has been Director of Bruegel, the Brussels-based economic policy think tank, since September 2022. He was previously a Deputy Director of the Strategy and Policy Review Department of the International Monetary Fund (IMF), Senior Fellow at the Peterson Institute for International Economics (2016-19), Director-General for Economic Policy at the German Federal Ministry for Economic Affairs and Energy (2014-16); Director of Research and Deputy Chief Economist at the European Bank for Reconstruction and Development (2008-2014), and IMF staff member(1994-2008).
Jeromin’s recent work has focused on the intersection of geopolitical change and reform in the EU, the EU fiscal framework, public debt sustainability, economic security, and international climate finance. Aside from leading Bruegel, Jeromin is a Research Fellow of the Centre for Economic Policy Research (CEPR), and a member of the Euro50. He holds an economics degree from the University of Bonn (1990) and a Ph.D. in economics from MIT (1995).
